Turpentine, especially if it is pine sap. Otherwise, a bug and tar remover might work (from auto store) unless the furniture is unfinished.

if you have a rug under, get two strips of felt, cut them a tiny bit smaller than the bottom of the rocking rails (about 1 inch by 14 inches long) use gorilla glue to glue the strips to the bottom of the rails, let dry for at least 24 hrs, then put the chair back on the rug, in should no longer scoot

Before going all out on repairs, try “Chairlock” from a hardware store. Inexpensive & works well if the joints are in decent shape. Really rickety joints should be knocked apart & reglued. Oil will cause problems if regluing is necessary Tighten any screws you see. Rock on.
